Critical Areas Ordinance: San Juan Islands

According to the San Juan County website..
“The update of Critical Areas Ordinances is a system for Washington counties to preserve the natural environment and to protect the public’s health and safety. A successful update of our CAO will help assure that our grandchildren will share the same quality of life we enjoy in the islands today. ”

The Islands Sounder reports “The San Juan County Council has scheduled two additional workshops on updates to the County’s Critical Areas Ordinance (CAO), the set of regulations designed to preserve areas considered vital to ecological functions and to the protection of public health, safety and welfare.”

The County Council scheduled workshop sessions on June 13 and 14, “to accept and consider recommendations for updates to existing Critical Areas regulations from scientists, county planning staff, agencies and the general public.” According to the Sounder.

The “protection of public health, safety and welfare” is very broad. Would this include the monitoring the EPA or Washington Department of Health offer? And if not, how are the organizations related? Could early warning systems of pollution, ship spills, fallout, tsunami be including in these plans?
